Mike Hundley
President, UIC Government Services
Michael Hundley has over 30 years of industry experience as an active member of the Naval Surface Warfare Center contracting community supporting Northrop Grumman, Lockheed Martin, and Computer Sciences Corporation since 1989. Mr. Hundley has a degree in Business Administration and his professional background includes a focus in engineering, information technology, business operations, and strategic planning. In previous positions with Bowhead, Mr. Hundley served as a Senior Vice President, Vice President, Director of Operations, and Business Development Director.
Cary Randolph
President of Systems and Information Technology Business Line
As President of the Systems and Information Technology business line, Cary is responsible for operations management, strategic planning, business development, proposal development, budget development, management, team building, training, executive presentations, and leadership for the +900 highly educated, highly skilled professional and technical employees.
Cary joined Bowhead in 2009 as a Senior Program Manager in the Information Technology Group, and in 2012, was promoted to Vice President of Agile Operations under the Systems and Technology business line. In 2014, Cary was promoted to Vice President of the Systems and Technology business line, and in 2020, he managed the merging of the Information Technology business line and the Systems and Technology business line to form the Systems and Information Technology (S&IT) business line. In 2024, Cary was promoted to President of the S&IT business line.
For nearly 15 years, Cary has been an integral part of Team Bowhead, demonstrating exceptional leadership, innovative thinking, and a deep commitment to the 12 Iñupiat Values and our company’s strategic goals. He has extensive operational and financial experience with over two decades providing services to the federal government. He is also a member of the UIC Government Services Executive Council.

Justin Corrigan
President of Logistics and Marine Business Line
As President of the Logistics & Marine business line, Justin is responsible for operations management, strategic planning, business development, proposal development, budget development, management, team building, training, executive presentations, and leadership for 900 employees working at more than 26 unique locations.
Justin joined Bowhead in 2004 as a Service Contract Act (SCA) employee supporting Bowhead’s U.S. Army High Mobility Multipurpose Wheeled Vehicle (HMMWV) Training Set contract at Fort Hood, Texas. Since then, Justin has advanced through multiple progressive operations and business development positions including Site Manager, Project Manager, Program Manager, Director of Operations, General Manager, Vice President of Strategy and Business Development, Vice President of Maintenance, and most recently, Vice President of the Logistics & Marine business line.
Throughout his time with Bowhead, Justin has become a pivotal part of our executive management team, demonstrating exceptional leadership and expertise in driving our logistics and marine operations. Rob Bierman
President of Engineering & Program Management Business Line
As President of the Engineering & Program Management business line, Rob is responsible for operations management, strategic planning, business development, proposal development, budget development, management, team building, training, executive presentations, and leadership for nearly 900 highly educated, highly skilled employees across more than 26 unique locations.
Rob joined Bowhead in 2012 as the Business Development Director for the Engineering and IT business line, was promoted to Vice President of the Engineering & Program Management business line in 2020, and President of the business line in 2024.
Collectively, Rob brings over 20 years of diverse government contracting experience to the company, with a particular focus in the areas of engineering, project/program management, and business development.
Rob has a Bachelor’s Degree in Electrical Engineering from the University of South Carolina and a Master of Business Administration degree from The Citadel. He is also a certified Project Management Professional (PMP). Rob is based in Charleston, South Carolina, and is active in the Charleston Defense Contractors Association (CDCA) and the local Armed Forces Communications & Electronics Association (AFCEA) chapter.

Tim Howell
Vice President of Manufacturing and Products Business Line
Mr. Howell is a business executive with over 35 years in Manufacturing, managing programs from development through their entire life cycle. He is a leader of Lean practices and continuous improvement with recognized successes in production and field sustainment. Mr. Howell has managed facilities and operations with full turnkey capabilities ranging from metal and composite fabrication, electronic and mechanical assembly, system integration and product and environmental testing. His background includes successes in program management, technology transfer, material and process sourcing, production, operations analysis, lean manufacturing and sustainment to include Contract Logistics Support, Integrated Logistics Support, Field Service, and Overhaul & Repair.
Michael Till
Vice President of Advanced Technology Business Line
Mr. Michael Till brings over 30 years Naval Surface Warfare Center experience and leadership to UICGS and Bowhead. In order to capitalize on Mr. Till’s pertinent experience and expert skills of team building, strategy development, and technical judgement, Bowhead expanded the Executive Team and corporate service offerings to now include Advanced Technology.
Michael leads Advanced Technology to focus on providing solutions and services to the Other Transaction Authority (OTA) opportunities across the Department of Defense.

Timothy Minish
Vice President of Business Development
Mr. Minish brings over 40 years of experience in federal contracting and military service. In his role as Vice President of Business Development, Mr. Minish is responsible for all Business Development operations including pricing, pipeline, capture, proposal management and competitive intelligence.
Mr. Minish previously served with UICGS as Director of Business Development for the Systems and Information Technology Business Line. Throughout his career, Mr. Minish has developed a reputation for success in organizations such as SAIC; QinetiQ North America; Vencore; Technica, LLC; and SMX.
Mr. Minish is a graduate of the U.S. Air Force Academy and served in the Air Rescue & Recovery Service, Air Force Special Operations Command, and served on headquarters staffs at U.S. Special Operations Command, Headquarters Air Force, and Secretary of the Air Force.

Vice President of Finance
Mr. Joun is an accomplished executive leader with over 25 years of experience in growth, strategy, acquisitions & mergers, finance, operations, business development, global fiscal and taxation policy, legal, and governance.
Prior to joining UICGS, Mr. Joun served as Senior Vice President with Resilience Technical Services, LLC; Chief Operating Officer and CFO for Serka Federal Services, LLC; Corporate Director of Finance, Division President, and Division CFO for Pacific Architects and Engineers (a Lockheed Martin company); and Senior Vice President and CFO for Fried Companies Incorporated.
Mr. Joun received a Bachelor of Science degree in Finance from St. Joseph University and a Master of Business Administration degree in Finance from Marymount University.

Steven Holdsworth
Vice President of Human Resources
Mr. Holdsworth has over 14 years of diverse Human Resources leadership experience in the Government Contracting industry as well as the Healthcare industry. Mr. Holdsworth earned a Master’s of Science degree in Industrial Relations from West Virginia University and a Bachelor’s of Science degree in Business Management from West Virginia Wesleyan College. In addition, he is certified as a Senior Professional in Human Resources (SPHR) and a SHRM Certified Professional (SHRM-CP).
